Forty-nine of the agenda and minutes links do not point at newhazelton.ca at all. They point at two other hosts — a staging server and a temporary hosting address, left behind when the site moved. Both are gone, so anyone looking for a council decision between 2019 to 2023 arrives at nothing.

This is not a design problem and it is not anyone’s fault — it is what happens when a site changes hosts and the old addresses are written into the pages. It is also the cheapest thing on this list to put right.
